Build a complete replacement in an exclusively created generation/<content_id> from records, consumed lazily. None from the iterator is verified EOF; an Err aborts. Duplicates and more than maximum_records records are rejected. Failure removes only the new directory (DS:144-231).

The journal lands in generation/user and the rebuilt dictionaries in generation/user/dictionaries/<content_id>; resources are copied afresh, so a replacement never inherits the dictionaries it replaces.
