Re-weight (Some) or delete (None) a row that is not user-inserted, journaled so replay repeats it; previous.weight must be the current weight. Request ids behave as for edit_personal_dictionary.
Only the new weight is range-checked: a shipped English weight can lie far above what a user entry may carry, and such a row must still be deletable.
