Expand description

Convert a wire (expectation, expected_id) pair into a RefWriteCondition. An absent expected_id is passed as empty. unused says what an expected_id sent with ANY or MISSING means.

§Errors

RefWireError::Unspecified for an unspecified or unknown expectation (SPEC-TRANSPORT-CONNECT §3), RefWireError::IdNotEmpty under UnusedExpectedId::Reject, or RefWireError::BadDigest when MATCH’s expected_id is not 32 bytes.
