Walk store in mode, write raw-only packs of the reachable objects in sorted id order, and return the encoded manifest plus packs. Native-only (ObjectStore).

Packs split when the next object would exceed pack::MAX_TOTAL_PAYLOAD or pack::MAX_ENTRIES.

Errors

Store errors, crate::pack::PackError from the raw-only writer, or VerifyError::ClosureRootWrongType if root is not a commit/remix/tag.
