Live heap JSON capture with an explicit owner-acquisition deadline.

Mutable page state is copied only under ownership. With the owner-gate feature, an incomplete attempt is discarded and retried from a clean boundary until wait_ms expires. No caller gate, page pin, owner claim, or heap traversal lock is retained between attempts. A call nested inside an existing owner-gated allocator operation is one-shot because it cannot release its caller’s outer gate. Without owner-gate, waiting cannot make an ordinary foreign owner claimable, so this always performs one attempt regardless of wait_ms.

Top-level complete, skipped_pages, and busy_theaps describe the final attempt. complete: true is not a process-wide atomic snapshot: pages are captured independently, and threads initialized concurrently need not share one global cutoff. The deadline bounds retries, not a capture already in progress, serialization, or the final result allocation.
