PortNumber.min, and also HooksPortInteger.min. 1, not 0.
Port 0 is what “let the kernel choose” means to a listener and it is not a port a proxy
token or a hooks block can name. with_port(0) was representable and sent {"port": 0}
(issue #24); microvms_core::control::require_valid_port is what refuses it now.
