Refuses an empty spec list and a repeated agent.
Both are caller mistakes with no sensible reading: an image with no agent is
microvm build, and two rows for one agent would have two models for one CLI.
Public because the bindings hold a spec list beside a shared sandbox rather than an
AgentVm, and the refusal has to be this one rather than a copy of it.
