A resize control frame, validated before it leaves this function.
The one control frame the platform speaks, built here and nowhere else. The
validation call is not redundant with construction: it is the guard that stays in
the path if this function grows a second frame shape, and it is the same check
run_shell applies to anything it sends — so a frame that would be injected into
the shell as keystrokes (sharp edge 1) cannot be produced by this crate at all.
