Where the incremental manifest lives in the guest: inside the workspace, deliberately.
The manifest is a cache of what the last sync put in the workspace, and a cache must die with the thing it describes. A workload that wipes the workspace wipes the manifest too, so the next sync sees none and uploads everything instead of trusting a description of files that are gone.
