Generate a single f-template HTML string from component data.

Used by the server to generate templates on demand for route components that weren’t encountered during initial parsing.

This uses default Link-mode CSS filenames. Call generate_f_template_with_css_options when the build uses custom CSS filename templates or a public CSS base.
