FAST 3 hydration plugin for the WebUI handler.
Emits FAST 3 HTML comment markers and data attributes that enable client-side
FAST declarative templates to locate and re-hydrate server-rendered dynamic
content. FAST 2 compatibility is implemented separately in fast_v2.
