Return compiled templates and CSS for specific components by tag name.

This supports on-demand loading of components that aren’t part of the route tree (e.g., dialogs, popovers) — the client calls this before creating the element so templates + styles are registered without FOUC.

Uses the same inventory bitfield as partial navigation to avoid sending templates the client already has.
