Borrow the bytes produced by this step and write their length to out_len.

The returned pointer is borrowed from step_ptr, is not NUL-terminated, and remains valid only until webui_streaming_step_destroy. It may be read for exactly out_len bytes. Returns NULL on error.

• step_ptr must be a live step handle with no concurrent destroy.
• out_len must be non-null and writable.
