Synthetic ICMP error frame construction for relay-owned IP edge behavior.
The UDP relay strips guest IP framing before sending host UDP datagrams. When the host reports a path-MTU problem, the relay must therefore act as the IP edge and send the guest an ICMP too-big error itself.
