Crate mesh_llm_payments_types 

Pure payment data types shared by mesh core and the payments engine.

No ledger, no SQLite, no wallet provider: mesh core (gossip, peer state, the payment wire) depends on this crate only, so it never links the settlement engine in mesh-llm-payments.

contract

The payments.v1 plugin contract: capability, operation names and their request/response shapes. The host speaks only this; any provider of the capability (the in-process builtin or an external plugin) implements it.

Local operator commands and approval policy: plain data shared by the host (which validates the request shape) and the engine (which runs it).

Request-local restrictions over the profile spending policy; never a saved opt-in.
