Parse manifest.json bytes (UTF-8 JSON, optional BOM).
Fails with ErrorCode::ManifestInvalid if the bytes aren’t UTF-8 JSON
or the top-level value isn’t an object. Repeated members are reported in
ParsedManifest::duplicate_members; the last one is kept.
