Function render 

pub fn render(input: &str, channel: Channel) -> Vec<String>

Converts a finished document in one go. Splits at safe points when it exceeds the limit.

Split points are chosen from the structure, not the rendered output — only points where a block has ended and no markup is open become boundaries. Cutting by character count after conversion leaves <code> open across the cut, and the channel returns 400 (DESIGN.md).
