normalize: turn a selection of a repository into schema v1 packages.
Each package is the Prepared value that prepare returns for one root, with the root
read under Claude’s rules (relocated, translated), a generated mars.toml, and provenance.
A Mars package is the identity case: its own manifest, its own paths.
