Unpacks a polynomial from the fixed-width fields of a single number, reading the coefficient of $x^i$ from bit $ib$; the result $p$ satisfies $p(2^b) = n$.

This inverts BitPack on polynomials whose coefficients fit their fields.

Unpacks a polynomial from fields of bits bits.
