The whole decision, with no I/O.

seat_busy is whether the asking seat’s CLI is still mid-turn - the agent that exited its magi ask may not have exited itself, and resuming a conversation that is running would fork it.

Order matters: a word the owner gave before the deadline is delivered even if the deadline has passed by the time the waiter looks, and only then does an unanswered question expire.
