Check every reference in text against repo, relative to base_commit.
A magi/... branch or a mixed letter-and-digit hex string that names
nothing is kept as SeedKind::Unresolved so the run says so. An
all-digit token (a date, an id) is dropped silently: it was almost never a
sha, and refusing a task over it would be worse than ignoring it.
