spec for a seat whose answer is posted to GitHub (a pull request title or
description, a release reason), so the answer comes back in
github_language whatever language the operator set for their own CLI.
claude applies the user-level language setting ("language": "Japanese"
in ~/.claude/settings.json) over a sentence in the prompt: the change
summary prompt said “Write … in English” and the description came back in
Japanese, three times out of three when replayed, and in English every time
with this override. A per-invocation --settings outranks the user file, so
it is the CLI’s own mechanism rather than more prompt wording. The other
CLIs have no operator-level answer-language preference magi knows of and
are returned unchanged.
