The per-layer settings pipeline ([spec/14-layer-timing.md] section 8).
Base values come from META, a META.sectors entry overrides them per
sector, the bottom and transition ranges blend bottom-prefixed values into
normal ones, and the (layer, sector)’s own LROV payload - at most one, so
there is nothing to fold in order - replaces what it carries.
