PostgreSQL storage backend implementation

This module provides a production-ready PostgreSQL storage backend for the LLM Auto-Optimizer. It implements both the Storage and RelationalStorage traits, providing full ACID compliance, connection pooling, prepared statements, and comprehensive error handling.
