Record the cutoff for user-rule basis, once, from a person-side command.
The instant is this run’s time. A preference cutoff from the earlier upgrade is not used: user rules written after that receipt still had no basis, and treating them as new would drop them. Under a runner this does nothing. A file that is already there is left as it is.
