complete, and with reopen the tracker issue goes back to the state it had before the claim, as a release puts it (unstamp_tracker). ljos finish without --close passes it: the sitting ends, the claim graph frees the node and the tracker drops the claim, and an issue kept STARTED then reads as taken by nobody and leaves every ready list.
