Record that issue waits on on, or drop that edge when remove is set.
The edge is vissue’s :BLOCKED_BY: list. The heading state is left as it
is: vissue ready already skips a ticket whose blocker is still open, and
a finished blocker puts the ticket back on that list. A loop is refused
before anything is written.
§Errors
The tracker cannot be read, either id is not a ticket (on add), or the new edge would close a loop.
