Whether a memory the pack did not take should wait for it: the pack is off, missing, not answering, or does not know this seat’s token. A refusal (an HTTP 4xx other than 401, 408 or 429, or the pack’s prose and size rules) is final, so the copy does not wait. An empty text is no memory at all. The words POST /v1/atoms failed alone are not a refusal: the status and the pack’s reason decide.
