A progress note, as an agent memory the default list shows. The tracker
logbook is a separate write. The memory copy is cut to copies the pack’s
atom gate accepts, so a long sentence or a third sentence is stored, and
a pack that does not know kind note takes the same text as a summary.
The same words on another ticket are another memory. A pack that answers
with the record it already holds for a different ticket is given the note
again under this ticket’s set. A pack that is down or answers 401 keeps
those copies queued. A refusal is not queued. The caller keeps the
logbook note either way.

An empty text, or the queue file cannot be written.
