A progress note, as an agent memory the default list shows. The tracker
logbook is a separate write. The atom is packset’s note kind (0.15.2),
which keeps logbook text the one-claim gate would refuse and needs the
issue it copies. A pack older than 0.15.2 answers “unknown atom kind”,
and the note goes again as a summary, the kind it was before. A pack
that refuses is the error; the caller keeps the logbook note.
