pub fn encoder_cold(status: &Value) -> bool

Whether the pack’s encoder has not answered since packsetd started: it is on, its binary is there, and no dense call came back yet. A search then waits for the model to load, and on a new machine for its download. A status without the answering field, from an older packsetd, says nothing about it, and is not cold.
