Expand a leading ~ in ISSUE_ROOT and VISSUE_ROOT once, at start.
environment.d and MCP env blocks pass ~/... through unexpanded; a
tracker crate that predates the fix then resolves it against the working
directory, and every child vissue inherits the same relative root.
