Admits one credential attach into both per-participant windows.

This selector is TOTAL: it returns a commit for every input, because the (N+1)th honest fingerprint of a participant always lands. Whichever window was full displaces its own oldest member, and the caller applies exactly that displacement to the ledger and the slot from one shared plan.
