A connection published to a subject under console., the namespace the
server publishes its own console records on.
Minted in the server-layer band (0x0100–0x01FF) as the next free value.
It is distinct from CHANNEL_NOT_REGISTERED_CODE and
CHANNEL_QUIESCED_CODE because the channel may well be registered and
admitting: the refusal is about who is writing, not about the roster. A
console reading console.topology can then trust that every record on it
came from the server and never from a client imitating it.
