Delay before dialing an IPv4 address while the full DNS answer is outstanding, in milliseconds.

A dial runs the usual all-families lookup alongside an IPv4-only one that answers without waiting for the AAAA record, and starts on the first answer. The full answer is authoritative, including which family to try first, so this is how long the IPv4-only one waits for it before going ahead alone. Defaults to 50ms; zero dials as soon as any address resolves.

Returns zero on success, or a negative code if the handle is unknown.
