Create a client configuration for moq_client_connect.

A fresh handle carries the same defaults moq_session_connect dials with; the moq_client_set_* functions override one knob at a time. Connecting clones the config, so one handle can open any number of sessions and stays editable in between.

Returns a non-zero handle on success, or a negative code on failure. Release it with moq_client_close; that does not disturb sessions already dialed from it.
