Delay before racing a WebSocket fallback against the QUIC dial, in milliseconds.

Defaults to 200ms, and drops to zero for a server WebSocket already won against. This is what gets a publisher through a network that blocks UDP.

Returns zero on success, or a negative code if the handle is unknown.
