Bound one connection attempt, covering both the dial and the MoQ handshake, in milliseconds.

Defaults to 30s; zero waits forever. The reconnect loop only re-arms its backoff between attempts, so this is what stops a peer that accepts the connection and then never speaks from wedging the loop.

Returns zero on success, or a negative code if the handle is unknown.
