aom region of interest map

These defines the data structures for the region of interest map

TODO(yaowu): create a unit test for ROI map related APIs

Fields

roi_map: *mut c_uchar

An id between 0 and 7 for each 8x8 region within a frame.

rows: c_uint

Number of rows.

cols: c_uint

Number of columns.

delta_q: [c_int; 8]

Quantizer deltas.

delta_lf: [c_int; 8]

Loop filter deltas.

static_threshold: [c_uint; 8]

Static breakout threshold for each segment.
