The shared on-disk model-capability cache: <home>/.leviath/model_capabilities.json.
One path so every surface reads and writes the same file - the daemon writes
it after priming, and a short-lived lev models, lev validate or serve
handler fills a freshly built registry from it instead of each re-priming to
its own conservative default. Read and written through
leviath_providers::CapabilityCache.
