Shared headless apply path for symbol-body edits (spec v2a §5.1).

jetbrains_backend

Backing B: in-IDE JetBrains PSI backend over HTTP/JSON (127.0.0.1). Synchronous (ureq) — matches the synchronous McpTool::handle path and does not block the Tokio runtime. Phase 1 implements references/definition/ implementations; rename + the degrading ops follow in later phases.

port_discovery

Discovery of the in-IDE JetBrains backend via a per-project port file.
