iptables rule management for DNAT, SNAT, hairpin, and Docker mappings.
All rules are installed in the NATMAP chain (a sub-chain of PREROUTING
in the nat table and DOCKER-USER in the filter table). This keeps
natmap rules separate from Docker’s own rules and ensures clean crash
recovery via chain flush.
