Spawn command with OS spawn hygiene. Stdio, argv and env stay as set.
On Unix this restores SIGCHLD around Command::spawn so a failed exec
still returns an error instead of panicking, then reap-ignores again.
On Windows this suppresses inherit on the caller’s standard handles for
the spawn, then restores them.
