Reads a tokens table as a kui_core::Tokens.
The shape is { colors = { name = colour | { light =, dark = } | { from =, ops = } }, lengths = { name = px } }. A colour with from is derived
from an earlier token by its ops, a list of { verb, ... } tuples.
Names are sorted, since a Lua table’s iteration order is not one a
declaration can promise; derived tokens are declared after the values
they name, and one whose source never arrives is left for the core to
drop with unknown-token.
