Pure statement builder (ADR-099 B3 r6 structural cut): the exact
events row insert plus every derived event_observations insert for
event, as plain SqlStatements with no I/O. This is the ONE place
that knows the events/event_observations insert shape at the
statement-text level; both append_event_on_writer below (the async
SqlWriter execution path) and khive-runtime’s ADR-099 --atomic
prepare path (which needs plain-data statements it can fold into a
synchronous commit-phase plan, not an async writer call) build on this
function rather than each hand-writing the INSERT text — the divergence
that produced the drift this cut fixes.
