This function takes a &str that should only contain Kaktovik numerals as defined in Unicode range U+1D2C0..U+1D2DF and converts them into a usize stored in a KaktovikNum type.

Errors

Will return KaktovikErr::IllegalChar if input contains characters that are not Kaktovik numerals as defined in Unicode range U+1D2C0..U+1D2DF.

Will return KaktovikErr::InputTooLong when index of iterator over input cannot be cast to u32 because it contains more than u32::MAX characters.
