Transcode a constrained baseline grayscale JPEG tile into an HTJ2K codestream using direct DCT-domain wavelet coefficients.

Current implementation scope is baseline JPEG with one or more components at native JPEG component resolution. Component subsampling is preserved through SIZ XRsiz/YRsiz instead of chroma upsampling.
