Reads every layer for a project: the user’s file, the project’s, the profile, --images,
the host’s ISOLOOM_* variables, then the -s overrides.
§Errors
Error::Read for a file that can’t be read (one that doesn’t exist is no layer),
Error::Layer for one that isn’t YAML, Error::SetShape and Error::SetKey for a
-s that isn’t key=value, and Error::Defaults when the merged layers hold a key or a
value the defaults don’t have.
