Running a compiled program on the VM (rt::vm): CALL’s loader over the interpreter’s program library, lowering each program it compiles, and the run itself, as Execute::execute_observed makes the interpreter’s.

Code
A program as the VM’s run unit holds it: its LIR, or why it did not lower, with its ENTRY names, the file count and storage size the run unit gives it whether or not it lowered, and the PROGRAM-IDs of the programs it contains, which a CANCEL of it reaches.
VmLibrary
The program library, each program lowered as CALL loads it.
