Module bandwidth_allocator 

Peer bandwidth allocator using weighted max-min fairness.

Allocates outbound bandwidth fairly across peers with per-peer minimum guarantees and hard caps. Supports three allocation strategies: EqualShare, WeightedFair, and MaxMinFair.
